QUALITY OF UNDERGRADUATE EDUCATION (QUE) PROJECT

There were 16 study programs including the Pharmacy Education Program Gadjah Mada University (PEP-GMU) had finally been awarded the project (The QUE Project Batch III) through decree No. 011/D/T/2000, dated 3 January 2000. The QUE Award for the PEP-GMU has 4 years duration.
To implement the activities as stated in the four-year plan of the Proposal, the PEP-GMU forms a separate organization. In it the Dean of the Faculty of Pharmacy acts as (ex officio) Director who, advised by committee of reviewer, supervises the progress of a team under the coordination of an Executive Director.

This Project Implementation Plan clarifies various indicators so that the evaluation board can verify the performance of the executive team in implementing the four-year plan. It translates the activities into measurable numbers for auxiliary indicators, which clarify the mechanism to achieve the objectives.
The mission of the PEP-GMU is to produce Sarjana
Sains (SSi) in Pharmacy and Pharmacists who are:
(1) internationally competitive and leading in: drug quality control, natural product modification, drug formulation based on drug delivery system, and biotechnological discovery, production and development of bio-active substances;
(2) professional in clinical and community pharmacy services; and
(3) dedicating their profession based on the pharmaceutical ethics and moral values.
The main objectives of the PEP-GMU are:
(1) to improve the quality of S-1 graduates and pharmacists and their relevance to the current and future (external) development in order to enable competing with other pharmacy graduates from national, regional, and international institutions;
(2) to become a leading research based teaching institute at national and international levels; and
(3) to build up an internationally perspective academic atmosphere on research activities and professional services by establishment of Center for Medicinal Research, Teaching Pharmacy and Drug Information Center.
To achieve the objectives the PEP-GMU determines three strategic thrusts and four critical factors which are used based on the SWOT analysis.
The three strategic thrusts for Pharmacy Education
at PEP-GMU are:
(1) international perspective,
(2) advanced technology, and
and the four critical factors are:
(1) input (applicants and academic staff),
(2) education processes (curriculum design, and teaching system & facilities),
(3) output (graduates), and
(4) graduate market (market variety and number).
To achieve the objectives, the operational strategies are set up based on the SWOT analysis. In line with the QUE specific objectives, these strategies are classified according to the program objectives, those are Relevance, Academic atmosphere, Internal management and organization, Sustainability, Efficiency and productivity (RAISE). These strategies guide the proposed activities that will be implemented by the PEP-GMU.
To produce graduates who are relevant to the national and international market demands, the PEP-GMU sets up the following strategies:
1. Providing curriculum and teaching facilities which are relevant to pharmaceutical development, natural product modification for new drug development, biotechnology based research of drug development, and community pharmacy services.
2. Increasing the computer technology contents of relevant course materials.
3. Installing benchmark system for measuring graduates and students at international level.
4. Improving the quality of the academic staff .
5. Improving staff and studentís proficiency in English.
The proposed activities needed to implement these relevance
strategies are as follows:
1. Annual review and evaluation of curriculum and course materials.
2. Improving course materials to the state of the art of the global pharmaceutical science and technology.
3. Improving staff and student skill in computer utilization.
4. Improving staff and studentís proficiency in English.
5. Improving the quality and effectiveness of the student field works (Kuliah Kerja Lapangan/KKL and Praktek Kerja Lapangan/PKL).
6. Carrying out international symposium and research collaboration.
7. Setting up a center for alumni and graduate placement.
8. Increasing the national and international research collaborations with universities, pharmaceutical industries, hospitals and research centers.
9. Encouraging staff to publish scientific papers in national and international refereed journals.
1. Increasing the interaction between lecturer and student both in and outside class and laboratory.
2. Improving the quality of the laboratory and the library system and services.
3. Improving the effectiveness of the library and laboratory utilization.
4. Improving research activity, international publication, seminar and workshop participation of the academic staff.
5. Improving the laboratory teaching system by setting student discussion groups.
The proposed activities needed to implement these academic
atmosphere strategies are as follows:
1. Evaluation on the quality performance of lecturers and setting an incentive system.
2. Improving the interaction between students and their lecturers and advisors.
3. Intensifying staff and student research activities.
4. Improving quality of laboratories and library system and services.
5. Maximizing of the attendance and facilities utilization of the laboratories and the library.
6. Improving the administrative management system.
Internal management and organization
The following strategies are derived to improve the efficiency and effectiveness of the internal management and organization.
1. Improving the efficiency and effectiveness of the management organization.
2. Creating a simple and flexible organization management to accommodate new innovation.
The proposed activities needed to implement these internal
management and organization strategies are as follows:
1. Setting up a coordinated system on the activities among the three Sections (Biological Pharmacy, Pharmaceutical Chemistry, and Pharmaceutics), BPP (Badan Pengelola Penelitian), and BPPM (Badan Pengelola Pengabdian pada Masyarakat).
2. Setting up and improving scheme for recruitment of academic and administrative staff.
3. Improving skill of administrative staff and management system by implementing Local Area Network (LAN) to all management systems.
4. Improving the computerization of the administration and student records.
5. Setting up an efficient and effective performance evaluation and rewards system for academic and administrative staff to improve their commitment and motivation at PEP-GMU.
The following strategies are derived to support the sustainability of the quality improvement program.
1. Using the DRK for maintenance, operational and incentives costs of the program.
2. Improving the operational and development of the Teaching Pharmacy (Apotik Pendidikan) to support the maintenance of PEP-GMU program.
3. Improving the research collaboration with universities and pharmaceutical industries.
4. Improving the role of pharmaceutical services board as a revenue generating units to support the sustainability of PEP-GMU program.
The proposed activities needed to implement these sustainability
strategies are as follows:
1. Setting up a fee management system for the research and academic services.
2. Promoting and marketing selected research results to pharmaceutical industries in order to get new industrial collaborations.
3. Producing and circulating leaflets describing research and academic services offered by the PEP-GMU.
4. Supporting the establishment of Teaching Pharmacy, Drug Information Center, and Inter-national Center of Medicinal Research.
Efficiency and productivity
The strategies of the PEP-GMU to increase productivity are:
1. Improving the academic staff attendance.
2. Decreasing the student drop out rate.
3. Improving sharing of the resources (staff and teaching facilities) in the PEP-GMU.
4. Intensifying the student advisors activity.
5. Reducing length of study.
The proposed activities needed to implement these efficiency
and productivity strategies are as follows:
